On May 5, 2026, Diia.City Union, Defence Builder, Ukraine House, and General Chereshnya gathered in Washington for talks. This was part of the largest delegation of Ukrainian companies to the US to date — the eighth tech delegation overall. The initiative aims to deepen business and investment ties between Ukraine's tech sector and the American market, making Diia.City Union a platform where IT and defense business speak with one voice. Flash Army is now joining that circle.
What Is Diia.City Union
Diia.City Union was founded in 2022 by residents of Diia.City, with a simple and specific mission: building a strong IT industry in Ukraine that competes successfully on the international stage and helps drive innovation globally. But behind those words lies a very practical mechanism: when the Ministry of Digital Transformation was shaping regulatory approaches to artificial intelligence, union members weren't sitting in the audience — they were in the working groups, shaping the framework itself. When parliament changed tax rules for tech companies, Diia.City Union was the first to know and the first to respond. Full membership comes with the right to vote, raise issues, take part in governance bodies, and help shape strategy.
Why Flash Army Joining Diia.City Union Makes Sense
At first glance, a military marketplace and an IT union might seem like different worlds, but that reading is superficial. Flash Army is, first and foremost, a technology platform with its own supplier-verification algorithms, real-time demand analytics, logistics infrastructure, and an engineering team that develops the product every single day. By nature, it's a tech company operating in the defense vertical.
Diia.City Union has been actively courting companies like this since 2025, and in May 2026 the union organized its largest delegation to Washington to date. Among the participants, alongside IT giants, were General Chereshnya and Defence Builder — underscoring that Diia.City Union is no longer just about IT, but about Ukraine's entire tech business, including defense.
Why This Matters for Ukrainian Business as a Whole
First: defense tech in Ukraine has matured to a level where players in this market operate under the same rules as IT and deserve the same tools for protection and growth.
Second, it broadens the very definition of who can be a member of Diia.City Union. Where this used to be associated exclusively with software developers and outsourcing companies, it's now an ecosystem for any tech business, regardless of its vertical.
Third, it shows that businesses building products for the front line aren't separate from the rest of the economy. They're part of it. And the more defense-tech companies join communities like this, the louder this sector's voice becomes in dialogue with the state.
Comment From Flash Army
“We're building an ecosystem that connects frontline needs with defense-technology manufacturers every day. Diia.City Union is a chance not just to protect our team and attract partners, but to be part of the conversation about what Ukraine should look like after victory. That conversation is happening right now, and we want to be part of it.”
